		<description>The Soviet Union and North Korea had licensing boards?&lt;br&gt;&lt;br&gt;That is just silly.&lt;br&gt;&lt;br&gt;The question is one of maintaining reputation. &lt;br&gt;&lt;br&gt;Self-regulation is always that device which wards off even more onerous government regulation.</description>
