Most of the time it is treated as a civil matter for many different reasons, but there is a potential for a criminal offense. This is how they arrest piracy and counterfeit DVD rings. 

There are differences between the two, but they aren&#039;t as simple as civil vs. criminal I&#039;m afraid...
